の略ですね。 おそらく

都会で選ばれた人が行うカート伝道のことです。

外見や表情や服装などにある程度の気品がある人が選ばれるようなので
誇りに思ってそれを「特権」と感じる人が多いのだと思います。

もしかしたら、今は使っていないかもですが、制度が変わる前の王国会館建設では、

QB (速成建設、quickly build )
RBC (地区建設委員会、Regional Building Committees )
(↑RBCは廃止されましたが)。

というのを、頻繁に聞いていましたね。参考までに。
